You could say that about IBT or something but prime95 is an actual program and not just a stress test. Stock processor cooling solutions have always been enough to prevent throttling in any work load as long as the ambient temps weren't unrealistically high.
Intel needs fix Haswell's ridiculous TIM and glue problem or include a better heatsink. This is just unacceptable. Intel is a very smart and successful company, they know this problem is there but they know customers have to deal with it because the only alternative is a slow and very inefficient Vishera.
