Edit: Whoops I totally misread your question. Try reading the full readme.txt on their website.

http://www.memtest.org/download/1.55/memtest86+-1.55/README

Scroll down the number 8 it says it doesn't always have to be your RAM to show errors, but I wouldn't think it show you any if your hard drive is bad.

Maybe you just need to adjust your timings in the BIOS? Or maybe if you overclocked your CPU it isn't stable?

Try runnin HDTune on the hard drive you think is bad to see if it finds any bad sectors.

If you're talking memtest86+ then no. It has nothing to do with the hard drive. In fact you can disconnect your hard drive and run it from a bootable medium (flash drive, dvd/cd, or whatever). Run Seatools for DOS long scan if you want to test the hard drive.
