The default values for MaxOutputBufferSize and LatencyBuffer are too high. Even on high end machines, with 0 and 4 respectively, the lag is really bad. When MaxOutputBufferSize is 0 it defaults to something insane - like 2048. So set that to something other than 0. Usually people start at 1024 and go down from there until the sound quality degrades. The LatencyBuffer is the number of buffers used - 4 is right out... Try 2. If you go to 1, then buffer size may need to be increased a little from settings that worked with 2.

My current settings are 512 and 2 for MaxOutputBufferSize and LatencyBuffer respectively. You can test the settings by making the change and starting the game. If the settings are too low, then intro sounds will be terrible and obviously too low. You can then alt+f4 to get out and try other settings quickly.

Even with your system spec being below the recommended settings, you should be able to use the game.
