how much mhz can the 7950 viper x oc to

is it up to 1100mhz?

Nobody can give you a definite answer. You have the probability to get one that can do 1250 MHz, on the other hand you might get one even at 1050 MHz might not be able to cut it. But 1100 to 1150 MHz seems average. your card might OC higher or lower than average.
It is the luck of the draw.

Pretty much! If you get your hands on it you'll be the only one to be able to tell by going up to that clock speed and having it be stable.

Yep, no one can tell you what a card can overclock to. It is the silicon lottery.

Out of the 4 7950's I've owned, all of them have made 1100 @1.175 V, with no less volts. My current one is the only one that has gotten past 1100, with it being at 1175. Honestly, as long as you get 1100 at 1.150-1.200V, its average.

1100 - 1150 mhz is quite common. 1250 mhz is rare. but as said above its luck and silicon lottery.
