Yup, it's a question of cost-benefit and resources.

Also, optimization can get extremely hard and have diminishing returns. Optimizing a large project is not that easy and often requires master programmers who have also spent years on the tools and project to understand the scope and changes. These guys cost 6-figures and already quite busy....
past game design wasnt about memory efficiency it was purely lack of tweaks for the PC version of the past games in otherwards bad port overs and alot had to do with they were originaly coded to use a low amount of hardware / ram / resources for the console which isnt an issue for the PC so this gen they opened the limitations on the main area developers have been complaining about for years lack of ram and using oddball architectures hardware wise like cell and so on next gen is x86 CPU and dx11+ APU / GPU and 8gb of ram so the main complaint developers have been complaining about has been resolved.
I also want to point out game develpers lost out alot last gen because alot of people would wait to see if specific games had bad port overs then avoided them like the plague alot of gamers are dedicated to one setup or another and alot are PC because of the superior graphics ability and add to it alot more options usually like BF3 64 player maps for pc and console i think had 32 or something like that many games are this way because consoles just cant do this.
