whats the best operating system that runs of a 4gb pen drive (memory stick)?my laptop has no hard drive i have been running ubuntu on my pen drive but i cant download applications. is there a better os that runs of pen drive?

Any distribution of linux will do, really. Why dont you get a hard drive for your laptop ?

The hdd for my laptop will arrive in ~5 days. is there a windows iso that runs of usb pen drive and allows me to run exe?

Not with only 4gb.

Slax allows persistence (keeping applications installed, and documents downloaded) via module style packages.
Ubuntu can be installed to a pendrive using persistence but more than 4gb is typically recommended for that - you can use the unetbootin utility to create a pendrive enabled to do this.
There are some guides to creating some pretty hacked up Windows persistent images for use with a pendrive but they all require more than 4gb and Windows 7.
