you can, some ppl have done it already, but I think it's depends a lot of your 7950 cards, not all of them are ok with flashing the bios .

No, just get a card with a good cooler, 1100-1250MHz for 24/7 is attainable on stock cooler, depending on how lucky you get.

And no, you cant bios flash 7950 into a 7970, you "can" flash 7970 bios into a 7950, but it wont unlock the extra shaders etc, it will just increase the clock speed and voltage, IMO not worth the hassle. You can however overclock 7950 to match the 7970, much safer (you need ~75MHz more on the 7950 to match the 7970, so 1125MHz 7950=7970GHz edition.)

Go SLI 480, they stay below 60*C in my case with the fans at about 70%. Once you get above 75% fan usage they get pretty loud but you generally don't need the fan above 70%. Also adding the 2nd one didn't really increase my temperatures at all...but that's probably my case keeping them cool.

Exactly. sapphire dual x is a good cooler and should handle 1150 mhz overclocks. bios flashing is not worth it.
