Greg, does that mean a ups is pointless? I am pretty reluctant to believe that at this point. let me repeat a bunch of important things that may be difficult to decipher from the jumble of links and threads.
The problem is not the titan, because after a restart, it idled back down to 35 c which is still high compared to normal but not disgustingly so.
The problem is not the sound card as I tested it at a friends house. There it was cool to the touch while here it is on the verge of painful to touch, but you can keep your finger on it.

,if you put your finger on the lower right yellow silverish pointy arrow looking thing that has asrock on it, it is as previously stated REALLY HOT.
The psu is still a candidate because it is slightly warm when i touch it, but unlike the others not to a point that seems unusual; it crackles sometimes during gaming, and well it supplies the power which too much of or if not supplied correcly could heat up components.
The reason I thought my outlet could be the problem is because some of my outlets do not work, some have heated up an iphone charger to unreasonable levels from my unprofessional perspective that had nothing to compare to really, and i have all around had problems in the past with the outlets in my condo since it is rather old.
Also since it seems to affect multiple components I feel like the cause would need to be one with an affect on multiple components which includes only the mobo psu and my power (obviously all components work together but you get what i mean probably)
