Constant screen tear on monitor from 7970 but not on HDTV

Hey guys I have had my 7970 for almost a year now and I have had this problem for awhile. It is a minor problem no biggie but it does hurt the experience I have slightly. no matter where I am (desktop, game, program, whatever) there is a constant tear on the lower half of the screen I'd say about 1/4 of the way up the screen. it has nothing to do with the new 13.8 drivers as I've had this problem for awhile. I have a samsung syncmaster SA350 60hz 1080 monitor hooked up but also I have my PC hooked up to my Samsung 40 inch TV for guests who want to watch some mayhem when they come over. For some odd reason there is NO permanent screen tear on the lower half of the TV that I do have on the monitor. I would love to get this sorted out just to have a perfect experience. lemme know what you guys think. I have a screen shot and I'm getting a video of it to better show what I mean.

I'm on windows 7 64
7970 stock or OC to 1200core(doesnt matter either way it still does it)

set the refresh rate to 60 hz

yeah I've tried doing that in ccc but it still does it. unless you have another method of doing so.

try 59. it may also be a cable problem?

nvm it ended up being the dvi to hdmi cable I was using. I switched to a straight hdmi and it works now no more perma tear
