Its a great idea in some ways, bad in other ways. I dont like being limited to where I can and cant drive.

Would be great for public transport or taxi's. Heavy investment at first, but in the long run, getting rid of 100's of buses on diesel is going to save you so much in the long run.

Like someone already posted somebody will ask "Why can't America do this?" Because we have too much land to cover and the cost would not be worth the benefit of a system like this to be put in place. Korea can do it because they're practically only 1/3rd the size of California. Look at the size comparison (Korea in red):

When you look at what America has to cover for a system like this and what Korea has to cover the difference and costs of a system like this is too demanding. America would put itself in debt forever trying to incorporate a system like this to all the roads already in place. Besides, we'd rather spend money putting secret systems in place to spy on our own people and incriminate them for whistle blowing then spend money on something that would be beneficial to the public.

it's a good evolution from this system: https://en.wikipedia.org/wiki/Trolleybuses_in_Coimbra that we have since 1947. On the newer system we can hide all the ugly cables hanging in the city's road's. As for the highways instead of changing all the distance why not making just parts of it, for instance road segments of 20Km or so (it's a thought).

That's not entirely accurate. Yes the US is bigger but its also has more people and over twice GDP per capita. Its not like every square inch of the US needs to be covered in tarmac either. The road network is not directly proportional to the size of the country. Even in South korea this was simply a pilot program. There is noting stopping for example the state of California form making this type of a road going from L.A to San Diego.
