Going by GCN numbers, and those alone, they would just need to up a bit the die size from GCN(about a 25%-30%) and allow voltage settings and custom cards(for the VRM section, although AMD reference are as good as the custom beefied up cards and have unlocked voltage already, custom locks notwithstanding) to burn through Titan numbers@stock. More to get the crown of fastest GPU back from Titan. GCN keeps up really well against Nvidia big dies despite being almost half the die, so just a plain GCN 1.0 refresh with more ROPs and whatnot would easily allow 9970 to crank up those numbers. But whe don't know what's inside those chips, everybody is so secure it's just a refresh...me, I'm all for expecting new architectures/chips a-la-Titan-780
