USB ports dont work after OC

Hi guys, Im trying to set up my ancient computer for my little brother. amd athlon 1800+ 1150 mhz (single core), 2 gb ram, nvidia 6200 (agp). He just wants to play some minecraft but its borderline playable. I went to bios to oc it and i found "high performance settings" which raises the clock to 1500 mhz. I turned it on but when windows boots usb ports (keyboard and mouse are connected through usb) and ps2 ports dont work, (but they do in bios), and when i turn this setting off and clock goes back to 1 ghz it suddenly works again. When i try manual overclocking in bios it just freezes (and beeps when i push any button) - weak psu ?. I'm considering flashing the bios and updating it but before i do that i decided to ask you guys if theres anything else i could do to fix it. Thanks.

What specific motherboard?
Some of the older ones didn't have a PCI lock, so by bumping the bus you'd be bumping the PCI bus as well.

Most of the later socket A boards had implemented one though..

MSI 6380 K7T266 Pro2. I have a feeling its gonna be locked.

I believe that board only has a 1/4 divider, so anything past 133 FSB would be overclocking the PCI/AGP buses
