if you just want to use it for storage and game hosting throw any OS on there and get to looking up tutorials for sharing folders over the network. Use a virtual machine software for hosting the game server.

If your budget it around $500 I would recommend going onto ebay and looking for a dell C1100. It will have all of the power you need and it is cheap. For an OS go with ESXi then just make VMs for everything you want.

no not compared to an average desktop. Both cpus have a lower tdp and stay pretty cool
