I could build something to run this for $500, including OS, and hack an IKEA table to fit a massive touchscreen.

APU - $80
Motherboard - $70
RAM - $40 (2x2 GB)
HDD - $70 (1 TB)
PSU - $40 (300W? 400W?)
OS - $90 (OEM)
Wireless keyboard/trackpad - $30
WiFi Card/ethernet to antenna adapter - $30
Case - Good question. Might be best to buy a cheap one, cut it apart, and mount it in a nice box underneath the table. Could custom build one too. You've got $50 left over for the computer portion, so spend it wisely.

Alternative: get a laptop, install Windows 8 if it isn't there already, mount it under the table, and replace the stock screen with the ubertouchscreen

But a screen that size needs to be at least 1080p to look awful instead of horrendous from five feet away. 1440p would be better, 4k best, and would work fine if you aren't gaming (and why would you on that?). But as a consumer product, most people will look at that and judge it based on the gimmick (you know, that big table with the touchscreen?) rather than the hardware.
