HD 7970 is a good option. grab a card with a good deal.

I'm actually thinking I can squeeze out the extra money for a 7990 if I play my cards right. Are all the cards the same or is there one that performs better than the others?

From what I can tell they're pretty much all the same, bar the cooler designs.

7990 is not out of your budget. I just bought mine with the price drop. $699 free ship no tax, $50 mail in rebate, 8 free games i have on ebay that already have 55 dollar bid, and i made $20 last night mining with it, it should be free by the end of the month if I keep mining 24.7.... albeit my electricity is free right now being in the dorm rooms ....

Since you want to build your computer with a mini-ATX motherboard, your mobo will have only one PCI-E lane and won't be either SLI/Crossfire-ready. I am not sure if a dual-gpu card will work on such a motherboard (it might work. Please enlighten me). Your computer case won't be big either. HD7990 is not only a big dual gpu card but also runs hot. I am not sure if such a card will be appropriate for a small computer case. You seem to want to run Bioshock Infinite type games. These games are very gpu intensive. You need a powerful gpu to run them appropriately on 1440p. At this moment only HD7970 and gtx780 are appropriate as a single gpu card for this purpose (in fact if you want to max out the settings for some games, you really need 2xSLI or 2xcrossfire). HD7970 is cheaper but runs slower and hotter than gtx780. AMD announced that they would release a new flagship card in October (HD9970). This can be a contender too. To run games at 1440p is not easy and you need to expect to spend more than $300 for gpus. If you can afford to buy a HD7990, I would recommend gtx780 in your case. Gtx780 is smaller and runs cooler than HD7970/7990.

770 vs 7970? GO with any one you like, you would be impressed with both products. Flip a coin or if you need to save cash then get the cheapest, its that simple smile.gif
Both cards has it up and down. Some games the 770 wins in benchmarks and in some game the 7970 could win.

Did you mean mini-ITX? Those for sure only have 1 PCI-E slot, but mini-ATX has 2 PCI-E boards which can support Crossfire/SLI.

I use mini-ITX and am running a single 7950 for portrait Eyefinity (3x 1080p in 3510x1920) and I would say that I wished I could afford a 7990 for this res. If you can wait til the 9K series launches in a few months, that would be the best time to decide and buy your card.
