4570 Turbo Boost Not Working Properly? only up to 3.4GHz on 100% load

I just noticed that the turbo boost isn't working on my i5 4570. I don't know what's wrong, as I've read that it should be on by default.
I took this screenshot hope this helps in any way.


"Disable Turbo" isn't checked

Update:
It's only up to 3.4GHz on 100% load on prime95 and video transcoding. (Prime95 temp ~67C / Video Transcode temp ~59C)
Only goes 3.6GHz on bursts.

Is this normal or am I being throttled on temps?

Believe it is called Intel Turbo Boost in the bios or something really similar. Make sure it enabled. Some MB will have it on auto, but auto is sometimes the same as disabled. Just set it to on if it isn't then make sure you have windows set to balanced power setting.

Alright thanks man, I checked my manual and it says it's on auto by default but I'll have to confirm later.
I took this screenshot after the video transcode finished. The underlined frequency is different than the circled. What gives? If that's the case I think the turbo boost is enabled right?

What made you think it was not working? CPU-Z suggests that it is.

I use this app peronsally, from Intel - Intel Turbo Monitor.

no. intel turbo boost can clock higher on less cores. so in idle it only has to use one core but can clock that up to 3.6ghz. under load it stresses all 4 cores, but can't keep all 4 at 3.6ghz (temps, stability etc), instead the more cores used, the lower your boost clock.
it's working alright, nothing throttling.

a good thing I noticed about my i5 4670 though compared to my laptop's Ivy i7 is that the haswell chip can clock down to 800mhz in idle to save power. the ivy i7 would simply "disable" 3 of its 4 cores, but not clock the one core down significantly.
