Chassis Fan starts and stops??

THis is a fan on the front of my case blowing air to the back.

My bios says its running at 1900rpm but if i look at it it start to spin then almost stops then starts to spin again and follows this pattern...

any ideas?

Could be a problem with the fan headers on the motherboard, could be the fans them selves or it could be a cooling issue with a part on the board maybe?
