From what I understand the original Powercolor 7990s (triple-slot) are voltage locked while the malta cards are not.

I wouldn't say for sure, because those cards have the "Boost" technology so not really sure if they'll bring voltage control or not.

Incorrect my friend. All Powercolor New Zealand 7990s are fully voltage unlocked (core & memory).

The Devil 13 is unlocked. The normal Powercolor NZ 7990 is voltage locked.

However, both are loud as heck. The Devil 13 is only worth it if you are going under water.
