An i7 4770k and these MBs are on the table now because I could get the CPU and MB for cheap. Is the performance difference enough to warrant the jump in cost?

If you can utilize the 4770k's hyperthreading, go for it. Otherwise I think you would be happy with a 4670k. Those look like MC prices, Are you near one? I put together a 4670k/ASRock Extreme4 system for my friend a few weeks ago, the board/cpu came to ~$320 after taxes at microcenter.
It's wise to get the most modern socket when building a brand new system IMO unless ofc a 2500k/1155 system was avail on the cheap, that'd be a good play too.
No SSD! Ok, for the moment.. hopefully you change your mind in the future, nothing slows down a modern PC more than a mechanical HDD these days. It's the single greatest thing you can do for a speed increase.
