If your not a fan... why would you expect differently? Their fanbase wants more of the same, and that's what they are going to deliver. It's going to have more vehicles, a much larger map, more focus on underwater content, but everything else will be the same basic concept. Drive/walk here, cinematic, do mission, repeat. Collect a bunch of collectibles, or do some optional repetitive mini-missions, repeat.
All repetitive things are totally optional, like GTA IV's friend system, cop missions, or collectibles. They are only there to unlock optional bonuses or get 100% completion if you really enjoy the game. If you focus on these things over the main mission then yes the game will seem repetitive, as will most games with optional missions/collectibles.
