I've heard that some cards are voltage locked and you can't overclock them very far from stock. I'm looking to put a 7970 underwater and overclocking it as far as I can, so I was wondering if anyone could steer/link me in the direction of a known non-voltage locked/good overclocking/(preferably cheap (: ) model...?

Go buy a proper used reference card. I would pay the same price for an used true reference card vs paying that for an his board.
