Overclock for overclock they are fairly similar, with the 7970 pulling ahead slightly.

They aren't remotely in the dumps. They have two of the fastest single GPU cards on the market, with no competition against them. They can damn near do what they want atm.

well that's right now, but when the 9000 series are released which is q4 like you said then amd will likely be ahead and nvidia won't have anything to counter until quite a while

GTX 680 for USD 390 is useless when you can get GTX 770 at that price. comes with faster VRAM and faster clocks out of the box. but when you can get a Sapphire HD 7970 OC (1 ghz) for USD 310 , the GTX 770 is not a great value. HD 7970 Ghz(1050 mhz) = GTX 770. you just need to see GTX 770 / HD 7970 Ghz comparisons

at avg OC HD 7970 OC(1150 - 1200 mhz) = GTX 770(1250 - 1300 mhz). so for best value go with Sapphire HD 7970 OC.

I would say wait until October when the 9000 series launches, I believe they are bundled with bf4 as well. Its not like there are much games to play now anyways. Even if the 9000 series is a dud older video cards will have dropped in price.
