Steam download speed extremely low.

Hello, not sure if this is the right place but here we go.
Okay so first off my ISP is Sasktel(Saskatchewan, Canada only) I have "Infininet" fiber optic line into my home(dedicated not shared) I'm on the 2nd highest tier package 100Mb/s down 20 Mb/s up. The router I use comes when they set it up and I use it because I receive my TV single through it too.
Now to my problem. Me and my brother have the exact same motherboard and are both using CAT5e cables/default LAN drivers/and what ever network "card" the motherboard uses(see sig rig)
Even though we both receive full speed my brother gets 7-10MB/s download on steam when I get 1.5-2.5MB/s. I get 11.2MB/s on Origin & downloading other things the only problem I have is with steam.

NOTE: I had the same problem when I ran a M4A89GTD Pro/USB 3 AM3 mobo.

Things we have done to try and fix this.
  • Opened my/router ports for steam(it did nothing for the speed) my brothers ports are actually closed.
  • Tried using his cable/slot on the router I still receive the low speed in any config
  • Tried settings in Steam it's self. Connection speed/tried multiple servers.
  • Contacted steam, they advised me to re-install. I did so.
  • Obviously I got my brother to log onto my steam account and try, he would get the full speed as he usually did for the most part obviously it wasn't the full connection we have but it's darn near close and mine is no where near it.
  • Try download when nothing is using the connection except Steam, monitored in net limiter.

Considering I had this problem over two different motherboards and get the full connection on Origin I have no clue what the problem is. I hardly know much about network's and networking. We replicated every scenario while he was on my steam account/his to test the connection and I get max 1.5-2.5MB/s compared to his 7-10.0MB/s.

Any and all input would be greatly appreciated, and again my knowledge base on networks/networking is fairly minuscule.

onboard NIC's arent good at organizing work packets. You could try a dedicated nic and see if that changes your speed. Also if the mobo has drivers like an asrock mobo uses it will recalibrate your onboard network card to work faster. so try reinstalling onboard drivers and if that doesnt work try a dedicated one, intel makes a nice one for around 25 dollars that competes with 100 dollar server cards

more advanced stuff that may work

Slow speads on steam are a common issue, im guessing the client doesnt understand high speeds and you have to tell it to work. Also it is NOT your onboard nic -_- its the most annoying thing when people say that (reason i say that is you get high on origin .... go figure!)
