Need GPU, $150 Including shipping and tax

Ok so I am trying to decide on a GPU for my client. Trying to get him the fastest possible card for $150 CAN including tax and shipping.
So I've found the following cards to within my budget.

HD 7790
GTX 650 ti
Used HD 6950 (Local buy)

Which would you pick, or do you have another suggestion.

REMEMBER THAT I LIVE IN CANADA!

Do you know what resolution he is running at? If below 1080p a GTX 650ti boost 1gb is great but if at 1080p perhaps he should get a 2gb version.

The boost is out of his budget by a little bit, they usually sell for around $150-160+

I believe his resolution is 720P.

EVGA has a 650 TI BOOST 1GB for $119.99 on b-stock, b-stock items could be refurbished, stepped up cards, or clearance cards. I've owned two b-stock 460s and they worked great both had replaced pcbs. The only problem is that I heard that EVGA charges a lot for Canada shipping but I'm not sure if they still do.

Yeah Im not importing from the states. Not only is shipping more, but I get the border fees ontop of that.

What about the 6950 that I can get for $135?

Get the hd 6950 if it unlocks if it doesnt go with 650 ti

In techpowerup's performance summary graph it shows the 650 ti 7790 are pretty close with the 6950 pulling up a little more. If your client does not care about power consumption the 6950 is probably the best deal for best performance. If not the 7790 and 650 ti are close in performance so whichever is cheaper. Keep in mind these are stock vs stock clocks I'm not sure about the cards when they are overclocked.
