I have a maximum budget of AUD2k, including a decent 23" monitor.

1) I am uncertain about which components should I focus more ? Should I get an i7 4770k and down-size my GPU or should I up-size my GPU and down-size my CPU.
My goal is to achieve the best rendering speed possible!


2) Do motherboard, affect rendering speed? I hope not right ?

3) Do K and non-K CPU affect rendering speed ?

PS: I'm in australia !

1) For renders that are not CUDA accelerated an i7 will help very much so. You could buy a GTX 760 and an i7 if you wanted.
2) Motherboards vary performance in the tenths of a percent. Nothing that would warrant worrying over.
3) If they have the same speeds then the K makes no difference other than that you can turn the speeds up.

I think you could go with a much smaller/cheaper case and perhaps an M-ATX motherboard
