Possible problem unsure of what this is Vapor-X 7950

I was watching some youtube videos today and some really odd vertical colors flickering lines came across my screen. First time this has ever happened. Upson rebooting I got this error message from windows. As I said very first time I have ever seen this period

 

The only overclocking on the card is with Boost BIOS that overclocked my 7950 to 950/1250. Someone told me to disable "Hardware acceleration" so I did that. I am running 13.4 drivers.

 

As I said I cannot duplicate the issue as this is the first time this has ever happened. GPU even when gaming runs very cool no over heating.

I'm guessing its like the flickering in this video?

My htpc is running a single 7970 atm, basically stock since I only use it as a htpc. While running basically stock and w/o AB to control clocks, it will flicker in basic things like even media player classic. Lmao, freaking AMD and Powerplay. Shakes head. It's a reminder to me to run AB on that machine, doh.
