i'm not sure exackly how far you can push it but what i know is that, when you have a p4 you bacickly have a nuclear reactor. The thing is quit toasty. But they do OC well. I have a 3.0ghz stock and i have a locked intel mobo like you probably do also. What mobo do you exackly have. If you have mobo like that the best thing you can do is go into the chipset settings and ajust the BURN IN MODE to OC ur CPU by 4%.

So you will be wasting you $$$ if you buy a W/C kit. what intel mobo do you have. Fill out your system specs. I won't say anything because you are new.

i thought i was impossible to have a p4 at 4ghz stable becasue of its architecture....well with water cooling youll have extremely low temps so you can overclock that thing as high as it can go, make sure you have a good psu to supply enough power to it

keep us poster on your progress

A 661 is 3.6 stock speeds not 3.0.
I would stay away from any mb with a VIA chipset because it will limit your oc'ing. Stick with a 965/975 chipset mb. You should be able to get 3.75 to 4.0 without to many problems.
