there is setting in the afterburner. i dont use beta version, just the lastest one from now... on settings, there is a tick box that says enable hardware voltage control (i think that is correct word). i will confirm this later when im in from of my desktop.

XFX 7950 Double D black edition; The card itself is voltage locked.

yeah its a locked i5, never watched the load
