That looks a bit low, you should be getting over 40fps from the benchmarks I've seen.... Especially with an overclock. HERE

But that is a really, REALLY high core voltage you have on that 7970. Is that 1.75V in Afterburner/Trixx/GPUTweak, or is it as measured by GPUz?
I run 1.21V on my 7950 underwater and can push up to 1300/1650 with that. 1.75 is overkill and might kill the gpu....

1,175* in afterburner
riva showed it as always 1.175 in the bench and in less graphically intense games like bf3(50%gpu usage) although I have it set to not be forced so IDK why there is no drop

I think it is normal.

Here is what I get @ 1100/1600 using my HD 7950.

Options: Resolution: 1920 x 1080; DirectX: DirectX 11; Quality: Very High; Texture filtering: AF 16X; Advanced PhysX: Disabled; Tesselation: Very High; Motion Blur: Normal; SSAA: ON;

Total Frames: 5759, Total Time: 168.0984 sec
Average Framerate: 34.30
Max. Framerate: 60.35 (Frame: 4655)
Min. Framerate: 11.28 (Frame: 3)

BTW try the latest driver 13.8 B2 if you didnt it increased my fps by 7%.

I thought AMD passed single gpus awhile back? 7fps to 82fps doesn't seem well paced... and you think 81c is ok after 3 runs?
I have the newest beta drivers

81 C is normal if you are using the reference cooler.
BTW have you tried 13.8 B2 drivers?
Also do not pay any mind to minimum & maximum fps in Metro LL benchmark, they are rubbish. Only look at average.

The tuning of this game was very unfair to amd

OK. I think your results are fine. It is just that Metro LL is very demanding with SSAA. Put that to off and everything on Very High and 90% of the time your fps will be more than 45+ fps.
In fact in-game is much less demanding than the benchmark itself.

Do you know if it automatically uses maximum cpu thread etc? lots of games I force it

i know how to set custom pagefiles in all games but only number of cpu cores in certain games example:LA noire "+jobs_numThreads _"

This will have no effect in your framerate. since you are GPU not CPU limited.
As I said before best settings for HD 7970 are :-

1920 x 1080;
DirectX: DirectX 11;
Quality: Very High;
Texture filtering: AF 16X;
Advanced PhysX: Disabled;
Tesselation: Very High;
Motion Blur: Normal (Has no effect on framerate, it is a personal taste, some people don't like motion blur);
SSAA: OFF, do not put it to 0.5X since this will render the textures at half the resolution, or in other words SSAA set to OFF is higher quality that 0.5x SSAA.
