Freezing and Sounds Loops for a Second

First off, sorry if this is the wrong place to post this. I have no clue where I should post something like this.

My previous build was a heavily modified Dell system, mobo and HDD was the only thing that was kept. Randomly, my pc will freeze and loop the sound that was playing for a second. It can happen once in an hour, never in a day or even once every two seconds until i reboot my system.

I then had to re do my whole system and my specs are as follow.
Gigabyte z77 ud4h
3770k
7950
8GB Dominator RAM

Ive used different graphics cards, CPUs and RAM and so the only component that hasnt been changed is the HDD and PSU. I have the AX860 coming tomorrow but I was wondering whether or not this could be the HDDs problem.
Generally, it starts when I am doing two things on an HDD. Like rendering a video to the HDD and also copying a file to it. It seems to start and not stop. However, sometimes I will just be browsing the web and it would set off.

BIOS is up to date as well.

Any ideas?

Was it a Dell OEM PSU? Might be the culprit.

Its a Dell but ive got an AX860 in right now and also tested with a TX750. I doubt its a PSU problem.
I believe it may be a HDD problem. What triggers it is normally writing to a 2TB drive I have simultaneously. If i render a video to it and also download a steam game to it, the problem happens every few seconds.
A restart would then normally fix it.
