They have the best noise/performance ratio, that's all! The OP said he doesn't mind a bit of noise, and is more concerned with cost/performance. Stop with the incessant suggestions for things that aren't optimal to the OPs request please. Even if you can find the GTs for only 5 or 6 more $ than the other fans, that's still around $45-$50 more for his rad, and for what? Silence the OP has already said he doesn't need nor want?
Anywho, as I've said previously: My bets on the CM Sickle-Flow
fans but if you aren't content with those, grab some Swiftech Helix
fans and call it a day.
Either of those fans on a Phobya Nova rad should be WAY more enough cooling for most any loop, unless you plan on something crazy like a dual TEC direct die setup and crossfired 7990s or something ridiculous like that. Now I'm assuming that's not the case, so just grab some CM Sickle Flows or ST Helixs and call it a day.
