well even with 1 full core running background tasks would leave 7 jaguar cores which at 1.6GHz score about 0.45 in cinebench each now they are clocked @ 2.0GHz in the PS4 so if there was to be perfect core scaling and perfect clock scaling that would yield 2.0:1.6= 1.25, 1.25 * 0.45 = ~0.56, 0.56 * 7= ~3.93 that is about the same as a Core 2 quad with a decent clock.
I don't think the cpu will bottleneck the gpu considering it is running extremly optimized code and has HSA enchancements not to mention that even without those a core 2 quad doesn't bottleneck a 7850.
(I apologize for only using Cinebench 11.5 for reference but it should give a fair impression of capabilities)
