incorrect. latency from long distance is a direct result of going through more congested hops. not because of the limitation in the speed of electron. speed of light can go around earth 7.5 times per second. but the longest distance you CAN travel on earth is half way around the globe. so essentially it can reach the longest distance from your original starting point 15 times per second. that comes to roughly 70 milliseconds worst possible ping time. however, in reality we know people with bad ping is often 250 - 300ms ping time away from you and that's not even the worst you can get. packet loss is often more of a problem then anything.
when you are talking about speeds like this. server response time is also a major factor. if you are sitting on 70ms ping time, and the server takes 10ms to respond to everything you do, things will feel very laggy very quickly considering the "shooter" nature of the gameplay. one of the primary examples of server issues with games like this is ARMA. ARMA allows players to host their own server and we ALL know there have been great ARMA servers, and there has been some HORRIBLE ARMA servers.
protocol handling of the server software is more of an art then science. i've seen PLENTY of MMO games that do it wrong but there are a very FEW that actually gets it right. when things are done wrong, you get TONS of rubber banding and warping. aiming at something is often useless because of it. VERY few games have their prediction algorithm down to a point where the gameplay is fairly smooth and somewhat accurate to what you see on the screen. this is the "art" part of protocol handling that most games do not do well. using a prediction algorithm to compensate for latency/packet loss is very hard to get right and impossible to satisfy everyone with.
