Power anything in 1080p for years to come, I don't know about that, depending on the settings I suppose. But IMO, I'd rather tell someone to buy a used 670 over a 760. And the 7950 does use more power, but not enough to warrant needing a outrageously bigger PSU, especially since people always buy overkill PSUs anyways. 450w/550w PSUs are definitely on the low side of what people generally buy and can do a single 7950 just fine.
There is also no real reason to wait with the prices now, the new ones will be more powerful, absolutely, but will also be much more expensive. You can grab a 7950 for $200. Next gen or not, you won't be beating that value.
