Low Flow rate issue? .06GPH?

This is my first watercooling system, so I have no clue what kind of flow rates are typical, but this seems a little low... I am currently testing my loop, and all I have on it are the following....

XSPC Dual Pump 5.25" Reservoir
2x swiftech D5 Pumps with variable speed set to 5
AlphaCool 360mm Radiator
AlphaCool 280mm Radiator

I also have a Bitspower Flowmeter and a Lamptron CW611 Fan controller to give me a digital readout of the flow rate.

I have double checked, and there is no kinking to create any sort of blockage.

Is there any reason other than perhaps a faulty flowmeter that could be causing the fan controller to only display .06GPH?

If you can see water flowing, there's no way it's turning .06 gph. Maybe .6gpm. Faulty reader.

Thats what I would assume. The odd thing is if I blow into the Flowmeter, it pops up to like 8GPH.... which leaves me clueless on what's wrong...
