The game could then fall into abyss theoretically because all the devs finishing it up decide they want to jump on dota 2 or some other game. Valve is known for employee freedom but they don't let them hold up the cash flow, no way no how.
Well, even if management never said anything, everyone else working on the project would be pretty pissed at you. If you just jumped around projects randomly, nobody would want you on their project and they would let you go eventually.
I think it's pretty obvious they haven't forced people to work on HL3, otherwise it would be out by now. Also most of Valve's games have been pretty successful- they aren't really "losing" money by not releasing HL3.
