Not latency, iirc GDDRs latency used to be a bit of an issue but now it really comes mostly down to cost, heat and the like.

The esram is more of a cache than it is a programmable memory address range. Think ssdcache for the other memory pools in the system - there should be zero programmer interaction from game dev studios with it. At least that's my interpretation of its purpose.
