Bad Company 2 - low gpu usage

Hello guys! You can see my gaming rig in my signature under the First Build Ever,it's all up-to-date.
I decided to install BC2 to play with my friend that just got a new PC(the Q6600 build i've talked about in these forums) but I encountered a very strange problem. For the first time since i built this PC,i saw lower than 99% GPU usage.I thought something is wrong:
1) Tested CPU OC stability - passed
2) GPU OC stability - passes
3) completely stock - passed
4) Memory stability stock - passed
Then,I decided to try other games. For my surpise, every other game I tried was pegged @ 99% GPU usage.Lowest dip was 97% on Crysis 2.
I tried many games,it was a painful download time: BF3,Rising Storm(removed 62fps cap),The Bureau:XCOM Declassfied,Splinter Cell: Blacklist,Minecraft+textures+shaders,World Of Tanks,Crysis 3 & 2
They were all running fine @ 99% GPU usage which leads me to think it's something software related to BC2.I remember before when I played it,it was @ 99%,no problem with driver 12.10.Now i'm using 13.4.Maybe it's that? I saw a guy with simular issue and his solution was windows reinstall.I did one 1-2 months ago,i wouldn't want to do it again.

Any opinion, maybe ideas how to fix it?

I guess you could try rolling back to older drivers. I remember this issue with splinter cell(pandora tomorrow i believe) where on nvidia cards the newest drivers messed something up and you couldnt see the dynamic lightning in the game. Which in a stealth game was a big deal.

How is your CPU Usage? If it is near it's maximum, it is possible your CPU is bottle-necking the GPU.
Since it worked fine before, it might be a simple setting that was changed with the new Driver.

One that can make a pretty big difference is PhysX, I'm not sure if BC2 uses it or anything like it, but if it does, make sure PhysX is set to run on your GPU and not your CPU. Running on the CPU, it can easily cause a bottleneck.

Check for any power saving options of v-sync/frame limiters as well.

Haha, there is no way in hell that his top end i5 processor is bottlenecking his amd card.

Believe it or not, something like PhysX running on the CPU can easily do that sort of thing. Some games are almost entirely CPU bound too.
In general, an i5 won't be bottlenecking anything really, but it is still possible in some cases.

As far as i know physx is only a nvdia thing, and he has an amd card, so that is not an option. Yes it is possible, on some occasions, but his graphics card is not nearly powerfull enough.

My i5 i tried to clock it to my 5.00ghz preset,it was still having issues.I found out it has something to do with the game and it's audio. After a certain amount of gameplay, the game just freezes and the whole PC with it.I had this problem before, reinstall of windows is my only choice to fix it.Tried the campaign ---> solid 99% usage.CPU Usage doesn't go above 60-65%,never!
The CPU isn't bottleneck in BF3 and i bet it won't be in BF4,doubt it is in BC2.Ordered a new card, the MSI R7950 Twin Frozn Boost Edition for 220$ + 3 games from Newegg and i'll have it after a month .Then,i'll reinstall and try BC2 again.I'm 100% sure my GPU usage will be 99% and given that the 7950 is x2.3-5 better than my current one,i doubt i have bottleneck now.
