Reset to defaults now Windows refuses to boot.

Ok so I have no idea what the hell happened but i ****ed up my pc. Before I really get started into the issue heres my pc specs.

CPU: AMD FX: 8350
MOBO: Crosshair formula
Ram: Corsair 4gbx4
Cooling: H80i With 4 Fans (yes this did help dropped 4 degrees C by adding the two fans)
GPU: Radeon HD5830X2
PSU Seasonic 850 Watt

Ok so I had a stable OC at 5.ghz with a Voltage of 1.5 on the cpu and a 1.45 on CPU/NB It ran stable for me after 5 hour of Prime95, 3 hours of Aida64 running 2 instances at the same time. So after playing around for a while at 5 ghz I decided to go back to stock because i wasn't really seeing a performance increase in games. So i reset to the defaults and started back up. This is where all hell broke loose. My computer will boot up to the windows logo screen. the 4 dots will fly around for a second before stuttering and then it blue screens. So i tried going back to the OC settings and it still happens. So i cleared the cmos thinking well maybe this will work. Still same problem. Its acting like it did while going up to this clock when it didnt have enough voltage in it. But i thought since everything is stock it shouldnt have this issue. So i strip it down to just one gpu, one stick of ram and the cpu. Still same problem. Ive done restores and still no change. Tomorrow i plan on doing a hell of a lot more troubleshooting with the board and processor but i dont really think its them causing the problems. i dont really want to reinstall windows but if thats the only option then i guess i will. So if you guys have any suggestions please id love to hear them

you could insert your windows disk and choose the repair option instead of doing a full install.

Make sure your storage isn't set to ide. I know if I reset my bios it blue screens until I switch to ahci.
