4770k at stock never going to 3.9ghz!

So for the first few days I was using intel's stock cooler but the thermal paste wasn't applied right when I seated the processor, and my temps would always go from 60c idle to 100c at load; but the processor was constantly hitting 3.9 ghz. After reinstalling the fan/heatsink, my temps are 30c at idle and 60c at load, but the processor never goes about 3.5 ghz... What's going on? I can't get turbo to kick in at all.

In my ud4h uefi bios it the processor is running at 3.9ghz, but in windows it never goes to that in windows.

Check bios, for whatever reason, turbo might have gotten disabled. I highly doubt it if you just re did the heatsink, but weirder things have happened.

Try resetting the BIOS and making sure turbo is enabled after that.

Also check the minimum and maximum allowed usage in Windows under the power options.

I have tried resetting the bios over and over, but I think I realized the problem. Using my mb's speed gauge, it clocks the processor at 3.9 ghz, but as soon as I open up TempKing, the both programs measure 3.5ghz. Somehow opening up tempking throttles to the speed to 3.5ghz. I'll need to find some other programs to test the processor speed. THis is so weird!!

Lol, I accidently set a setting on tempking to disable turbo. HAHAHAHAHAHAH. I'm a noob, how do I delete this thread?
