the warranty covers Essentially everything but physical damage

are you sure it has physical damage just because it does not work does not mean it has physical damage.

3 ft? AH-HAHAHAHAHAHA- no.

I work for a USPS PDC (Processing and Distribution Center) so let me say this: I can't directly speak for UPS, FedEx or DHL, but if their sorting process is anything like USPS, your package should be prepared not only for the possibility of a 20 ft drop, but also for the fact that a package weighing up to 30 lbs could be landing on top of it from such a height. Oh, and also that it may get chucked across the room and basically into a wall during the final part of sorting. We call this spreading.

OT: ASUS shouldn't be charging you for the RMA if it's under warranty. Physical damage constitutes literally visible damage, like broken capacitors, bent socket pins, snapped DIMM slot etc. If the board just isn't working despite being intact then it's just defective, not physically damaged.
