Help on Sempron 3400+ Overclock

Hello guys. I'm trying to overclock a Sempron 3400+, its stock freq is 1.8GHz, my goal is at least 2.0GHz. Ok, I went to the BIOS, put the multiplier to 9x (the max) and disabled Cool 'n' Quiet. By theory, to get 2000MHz, I should calc 2000 / 9, wich is +- 223MHz. So I raised the FSB to 223MHz, went to the OS and there was 1974MHz.
I only got 2GHz once, after this no success. Sometimes it stays at 1974MHz, sometimes it shows the "Overclocking Failed" message, and sometimes the computer does not start at all, but with a little beep.
My rig is:
AMD Sempron 3400+
RAM 3GB @ 667MHz 266MHz-4.0-4-4-13-2T
Asus M2N-X
250W PSU
NVidia GeForce 7300LE
I think its the PSU that don't let me overclock this.

What do you have your RAM and HT dividers at? Usually you can drop them down a click and they'll be in a usuable range.
