The 500W PSU recommendation is talking about peak-rated PSUs. You see, a PSU has 3 main power outputs: the +12V, the +5V, and the +3.3V. The majority of computer parts run on 12V power, so the +12V output (or "the +12V rail") is the most important. The typical 500W peak-rated PSU is going to have a +12V capacity of about 360W which is 30A. There are good 400W PSUs (all "good" PSUs are continuous-rated) that have a 360W +12V capacity and some even have a +12V capacity of 396W (33A). So, the 500W recommendation is their way of trying to make sure that the +12V capacity is large enough just in case someone goes out and buys a cheap 500W peak-rated PSU.
