.inf, not .ini
That guide in the Benchmark3D link shows how to add support for different GPU and how to integrate the old HW control DLLs that AMD removed to make OCing/disabling powertune a bigger pain after the 12.2 preview drivers. However, it doesn't mention much else.
I don't really have a guide of my own, as I most just opened up the inf and started disabling any power related stuff (with the assistance of Google) that looked like it wouldn't break the driver. I've been gradually disabling more with each successive driver, and am pretty happy with where I am at now.
Easiest way too see what I've done is to simply take a look at my .inf and compare it to the one that comes with the 13.10 beta (something like Notepad++ with the compare plugin can do this easily). Or you could just try the inf and see if you like the results.

Also, download the Catalyst 12.2 Preview (not the final 12.2 release) drivers (available at Guru3D and other sites, I don't know if AMD still has a link), pull the DDLs mentioned in that Benchmark3D link out of them, and place them in the B162078 directory inside the 13.10 drivers.
You'll need to reinstall your drivers to use it (just doing the GPUs though device manager should
work) and it's intended to be used along with MSI AB's unofficial OCing mode that disables PowerTune and with the "Force Constant Voltage" option checked.
Note that even though doing this solved a lot of annoying little issues for me, you will have no power management of any kind on your GPUs. They will run full clock speed and full voltage all the time; they will never throttle, neither from exceeding TDP or temperature limits (becareful when OCing; PowerTune fools a lot of people with non-viable OCs that theirs is safe...have an OC like that with these features disabled and you will blow the VRM on your card when you stress it), and they will not downclock when not in use. It doesn't bother me if my cards use 50-70w a pop while idle (vs. 3-20w), but not everyone will like this.
