new psu problem

i just finsished my first build ever, so i purchased a cosair 750w PSU a couple months back since i didnt have all the parts to finish my build in one sitting. But i just connected my brand new MSI gtx 770 GPU and did a system check to see if anything is wrong before installing anything, so i noticed after the first boot the CPU fan started to turn a few times then it stopped all of a sudden. the GPU fan and 2 aftermarket coasair fans are running fine, the other 3 sotck fans that came with the case are not running as well if that helps.

case- nzxt 410 midtower
mobo- asus sabertooth zb7
cpu- core i7 4770k

Sounds like a 12V rail problem. RMA it; http://www.corsair.com/en/support/warranty/

Why would you do a "system check" without all your parts installed? What would you be checking? Did you remember to install the ATX 12v connector for CPU power?

everything is connected, i did a system check to see if any parts can in "dead".
