Why is one core when gaming at 100% and the rest at 50-60%?

I played rome II today and noticed a strange thing(other than buggy and laggy gameplay). In task manager core #4 works at 100% where the rest 3 are at 50-60%. Is that normal or a problem?
I'm using i5 3570k 4.0 with 7950 and 8gb ram.

what else are you doing/ what other programs are running while you're playing?
since this is a new game it's hard to say how well it balances the load between cpu cores, is it the same engine as shogun?
some people say it is poorly optimized.

There's a reasonable chance that it's the AI thread running maxed out on that "100%" core, while the others are handling the graphics engine, sound, misc calculations etc. Usually the way it goes for strategy games with many units on the map.

100% normal. Most games are this way and only stress one core while using the others for minimal tasks. WoW is the same way.

Rome 2 is a mess. Its being patched weekly for the foreseeable future. Look at the official forums.

Nothing you can do about it.

I had 85 fps in Shogun 2, in Rome 2 I get 25..
