Make sure you have latest drivers for motherboard and graphics card,

Then please install GPU-Z or MSI Afterburner, do a fresh reboot, then play a game of BF3 and take a screenshot of your Task Manager with CPU performance and either GPU-Z or Afterburner for GPU Usage

Maybe some problem with windows? some stuff in background?

my fx 6300 work with no problems with my 680

Definatly something not configured right. Even with that GPU and CPU he should be able to play on low to med settings

You system can run this game very smoothly at low settings, so there is something wrong going on in there. What gfx drivers are you running? Have you scanned for a virus or malware? Are you certain your windows installation is solid or are there registry issues etc?

Don't worry about voltage. I'm running 4.6GHz @ 1.4375v on an 8+2 power phase motherboard with no issues. Voltage won't kill your chip nearly as easily as heat will. You'll hit a "thermal wall" or your motherboard will stop supplying power before voltage will cause damage. Check THIS thread and try for 5GHz. It's fun.

As bad as a 7750 is, you should be getting smooth framerates on low settings. Have you installed the latest version of Catalyst Control Center? Do you have any programs in the background that may be using up resources? Do you have any sort of peripherals attached, such as PCI cards, that might cause issues? I've read about some people with 5.25" card readers or WiFi adapters resulting in slow systems until they unplugged them and everything magically sped up. Even being on an HDD shouldn't be an issue. If a 360 can play it off an ODD, there isn't a problem with speeds.

Drop your BF3 resolution down to its lowest setting and see if what kind of frame rate difference that makes.

If it doesn't make a difference, it's likely your CPU.

It isn't his cpu. My cheap llano laptop produces higher minimum framerate than his desktop at only 1.8Ghz with a 6650M which is a downclocked desktop 6570.- he has some sort of conflict or memory leak or a virus or whatnot.
