Broken VTX3D 7870 Black

Hi all,

Looking for a bit of advice, I purchased a VTX3D 7870 Black Edition 2nd hand. The card appears to be broken on arrival, and I am not sure what is wrong with it, I am in contact with the seller now about a refund, but wanted to check if there was anything I could do myself / I have missed.

The standard no display is being output, fan spins up but that's about it.
I have connected it up in the 2nd PCIE slot on my motherboard and it's not being detected in Windows, by GPU-Z or winatiflash / atiflash (adaptor not found), I have owned many 7 series cards before so do not believe it is a motherboard issue, similarly my PSU is a Corsair 1200W Gold so it's not that I cannot feed it with enough juice.

Any ideas what I can do, other than get a refund, have I missed anything obvious?
