1) How do I know if I need cooling (air or water) any more than what I will have that comes with the case or stock heat sync? I havent built the machine yet but want to know what I do or do not need ahead of time.

I have (ordered):
-AMD FX 8350
-Gigabyte 990FXA-UD3 (4.0)
-G Skillz 1866 CL8 2x4gb
-Cooler Master 700V psu
-Cooler Master Storm Scout II
-*havent decided on GPU yet

2) Should I water cool or air cool, if needed?

Well... the thing about most Corsair AIO CLCs is they will NOT outperform the double tower heatsinks like the Noctua one, but they will generally be a bit quieter. The H100 and H110 may be wildcards, as I haven't seen any back to back comparisons. The pump on those things is pretty shoddy, and they are factory sealed with no fillport. They WILL inevitably lose coolant over time, so they loose performance over time, as the air pools in the radiator reducing efficiency drastically. This should only be prevalent 2+ years down the road, but it is something to consider.

Do you REALLY want to push your hardware? If so go for a custom loop, kit, or expandable CLC like the Swiftech H220. It isn't nearly as troublesome as some of the horror stories will lead you to believe. Maybe a bit more expensive if you don't do your homework, but if you do some proper research you'll find it can be budget friendly.
