Overclocking help for Sapphire HD7970 3GB OC with Boost!

Hi guys,
Figured I should post here after reading some of the threads about overclocking and after trying them out.
I'm new to this so I think I will require a lot of help so any guidance will be appreciated greatly!
I do have a few questions before I dive and go in depth into overclocking my card.

1. I've seen people overclocking more on their core clock speeds and less on the memory clock speeds. What is the reasoning behind this?
2. Does overclocking the CPU help in making the GPU run at a higher performance?
3. I've read and found out that stock voltages on the 7970 varies. Is that true? I'm currently on my Bios 2 switch and my VDDC is 1200 on Sapphire Trixx. I saw others with 1175 as well as 1256 so I'm wondering why does this happen.

I think I won't be touching the voltage anytime soon until I learn more about overclocking but what I've tried is to follow some of the others and their core/memory clocks but I found out that my card crashes (Black screen for a few seconds and artifacts start appearing on screen) while running the heaven benchmark at 1150/1500.
How should I go about overclocking my card? And is my card's build quality lower than others? Since I've seen people overclocking to 1200/1700 without having any problems.
My card's ASIC quality is 61.8%.

I'll answer what I can

1. Overclocking memory is not as important as Gpu cos card does not have memory bottleneck ie the gain from oc memory are minimal compared to oc gpu

2. Yes most of the time

Hey thanks for the clarifications.
Any idea why my card is having the problems i indicated above?
I'm getting pretty frustrated since my friend has a 7950 vapor-x and he can reach clock speeds of 1150/1400 without having any artifacts and crashes. (I know that that card is built to overclock like a beast but I paid 200 more for a 7970 and in comparison I'll say that it's underperforming)

Board power should be at +20% for OC,
watch your temps, ambient , GPU and Vrm might have to adjust fan profile
